There are times when a partner needs to charge a fee to its merchants. The create one-time fee is used for this purpose. This API is not meant to be used for normally scheduled fees that are part of the partner and/or merchant definition but fees that pop up from time to time for various reasons and need to be charged once.

NOTE: This fee charge could possibly be delayed to statement time depending on how account is set up (tracked as fee)
